St Petersburg, 21 October, (Brussels Morning Newspaper) – Russian President Vladimir Putin met US special envoy Steve Witkoff in St Petersburg on Wednesday as the Putin US envoy meeting marked another significant diplomatic effort to negotiate an end to Russia’s war against Ukraine.

The discussions followed high-level negotiations in Oslo involving Ukrainian President Volodymyr Zelenskyy, European leaders and American representatives. Washington is seeking to establish a framework for renewed negotiations as the conflict continues more than four years after Russia launched its full-scale invasion in February 2022.

Putin and US Envoy Discuss New Ukraine Peace Proposals

Witkoff travelled to Russia after participating in discussions with Zelenskyy and European officials in Norway on Tuesday, 20 October.

The meeting took place at Constantine Palace in St Petersburg, with Russian presidential investment envoy Kirill Dmitriev also involved.

Kremlin foreign policy adviser Yury Ushakov confirmed that negotiations concerning Ukraine would form a central part of the discussions.

The latest diplomatic initiative aims to identify potential areas of agreement concerning a ceasefire, territorial disputes and security arrangements.

However, significant differences remain between Moscow and Kyiv, and no comprehensive peace agreement has been announced.

US and European Leaders Coordinate Diplomatic Strategy

Before arriving in Russia, Witkoff attended negotiations in Oslo alongside Zelenskyy, Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb.

Representatives from European governments, the European Union and NATO also participated.

The discussions addressed Ukraine’s security guarantees, economic recovery, sanctions and the wider European security framework.

US Secretary of State Marco Rubio described the Oslo discussions as positive and indicated that Witkoff would present the proposals to Russian officials.

The diplomatic exchanges represent an attempt to coordinate positions before pursuing direct negotiations with Moscow.

Kremlin Responds to Renewed Peace Negotiations

Russian officials acknowledged the importance of the diplomatic engagement while avoiding predictions of an immediate breakthrough.

Speaking ahead of Wednesday’s meeting, Kremlin adviser Yury Ushakov said:

“I don’t know whether any agreement will be reached today, but the talks on the conflict in Ukraine are, of course, the main focus of today’s discussions.”

The statement highlighted Moscow’s willingness to receive the latest proposals without committing to their acceptance.

Meanwhile, Norwegian Prime Minister Støre suggested that the discussions could help establish the groundwork for negotiations involving national leaders.

Russia Releases Detained American During Diplomatic Visit

The diplomatic encounter also coincided with Russia’s release of American citizen Stephen Hubbard.

Hubbard, a retired American teacher, had been imprisoned in Russia following allegations that he served as a mercenary in Ukraine.

The United States had previously designated him as wrongfully detained.

Witkoff confirmed the release during his visit, thanking Putin for the decision.

Although the development represented a humanitarian outcome of the diplomatic engagement, it did not establish that Moscow and Washington had reached an agreement concerning Ukraine.

Why the Ukraine Peace Process Matters for Brussels

The conflict remains one of the most significant security challenges facing European governments and institutions in Brussels.

Any negotiated settlement would have implications for European defence policy, economic sanctions, energy security and Ukraine’s reconstruction.

The European Union has consistently supported Ukraine’s sovereignty and territorial integrity while providing financial, humanitarian and military assistance.

For European policymakers, a lasting settlement would require consideration of security guarantees and measures intended to prevent renewed hostilities.

The Putin US envoy meeting also comes amid continued disagreement over the conditions necessary for a sustainable ceasefire.

What Happens Next in Russia-Ukraine Peace Negotiations?

Witkoff is expected to continue consultations with Ukrainian and European representatives following his discussions in Russia.

A possible trilateral meeting involving Putin, Zelenskyy and US President Donald Trump remains under consideration, although no confirmed date has been announced.

Further progress will depend on whether the parties can narrow their differences concerning territory, ceasefire arrangements and Ukraine’s long-term security.

Despite renewed diplomatic engagement, Russia and Ukraine remain divided over fundamental settlement terms, and fighting continues.

The latest discussions nevertheless provide another opportunity to assess whether sustained negotiations can produce a workable framework for ending the conflict.
