EU approves third €3.5 billion tranche for Ukraine

Brussels (Brussels Morning Newspaper) – The European Union Council has approved the third tranche to Ukraine in the amount of almost €3.5 billion under the Ukraine Facility mechanism, the European Council said.

“Ukraine will soon receive approximately EUR 3.5 billion after the Council (EU) approved the third disbursement of non-refundable grants and loans to Ukraine under the Ukraine Facility program. Thanks to this third payment, Ukraine will receive about EUR 20 billion under the Ukraine Facility since it entered into force a year ago,”

The EU Council said.

The principal purpose of the Ukraine Facility, as stated, is to back macroeconomic stability and recovery, reconstruction and revitalisation of Ukraine.

What conditions did Ukraine meet for the third payment?

“Today, the EU Council concluded that Ukraine has fulfilled the necessary conditions set out in the Plan of Ukraine to receive the third payment from the Ukraine Facility,”

The EU Council statement read.

According to reports,

“Ukraine has successfully demonstrated that it has taken 13 different steps.”

These include, inter alia, enhancing the use of renewable energy, improving the autonomy of the energy regulator, facilitating border crossing procedures in accordance with EU standards, adopting a strategy for the development of agriculture and rural regions, and maintaining progress on the list of its strategic and critical raw materials.

What is the purpose of the Ukraine Facility program?

The Ukraine Facility program, which was launched on March 1, 2024, aims to provide EUR 50 billion of stable funding in the shape of grants and loans to back the recovery, reconstruction and modernisation of Ukraine during the period 2024 to 2027.

How much funding has Ukraine received from the EU?

It is estimated that up to EUR 32 billion is tentatively assigned to support reforms and investments stipulated in the Plan of Ukraine, according to which payments depend on Ukraine’s completion of a number of pre-established conditions. Since it entered into force through the Ukraine Facility, EUR 6 billion has already been paid out of transitional financing, EUR 1.89 billion of pre-financing and two instalments of about EUR 4.2 and 4.1 billion.
