EU Commission seeks stakeholder input for AI code of practice

Brussels (The Brussels Morning Newspaper) – The European Commission has published a call to stakeholders to participate in drafting a code of practice for general-purpose artificial intelligence (GPAI), a critical part of compliance with the AI Act for deployers of technology.

What Is the EU’s Call for GPAI Code of Practice?

The EU Commission has undertaken a consultation on a Code of Practice for providers of general-purpose Artificial Intelligence (GPAI) models. The EU Commission invites GPAI providers with procedures in the EU, businesses, civil society representatives, rights holders and academic professionals to submit their views and findings, which will be provided in the EU Commission’s upcoming draft of the Code of Practice on GPAI models. 

Who Can Contribute to the EU’s AI Code Draft?

Interested parties are also asked by the EU Commission to provide input on ensuring trustworthy general-purpose AI models in the EU. GPAI providers, like OpenAI or Microsoft, can utilise the code to demonstrate compliance with their duties until harmonised standards are created. The measures will support adherence to GPAI obligations, which take effect in August 2025, one year after the AI Act comes into force.

The EU Commission may provide the code general validity within the EU through an implementing act, comparable to how it plans to convert a voluntary Code of Practice on Disinformation under the Digital Services Act into a formal Code of Conduct.

What Are the Key Areas Addressed in the AI Code?

The Code of Practice, anticipated by the Artificial Intelligence Act (AI Act), will address crucial areas such as transparency, copyright-related regimes, risk identification and assessment, risk comfort, and internal risk management.

How Will the AI Office Oversee GPAI Implementation?

In addition, the feedback from the consultation will also report the work of the AI Office, which will oversee the implementation and enforcement of the AI Act rules on GPAI. The AI Office is developing a template and procedures for summarising training data, employed to build the GPAI model. The template and guidelines will be assumed by the Commission and contribute to further discussions on the Code.

The AI Act, which enters into force on 1 August 2024, seeks to foster responsible AI development and deployment in the EU. The conditions on GPAI will enter into application 12 months after the AI Act enters into force. The EU Commission expects to complete the Code of Practice by April 2025.
