MEP Atije Aliyeva-Veli found guilty of harassment by European Parliament

Brussels (The Brussels Morning Newspaper) – An investigation by the European Parliament’s Internal Control found MEP Atije Aliyeva-Veli guilty of harassing a parliamentary assistant, confirming systematic psychological harassment.

What Did the Investigation Reveal?

An investigation conducted by the Internal Control of the European Parliament found that the MEP from the DPS and ex-deputy executive director of the State Fund Agriculture Atije Aliyeva-Veli is indicted of harassing “a parliamentary assistant”. This story was announced by BNews in Brussels. 

How Long Did the Inquiry Last?

From the official document known, it is clear that the inquiry lasted more than a year. The facts have led to a precedent in the history of the European Parliament, namely, President Roberta Metsola affirms the conclusion of the Advisory Committee, dated February 26, 2024, considering requests for bullying.

Who Confirmed the Harassment Allegations?

The president of the European Parliament, in an official letter inscribed by herself, confirms that from June 2022 through May 2023, MEP Atige Aliyeva-Veli perpetrated deliberate and systematic actions that formed psychological harassment towards her parliamentary colleague.

What Actions Constituted Psychological Harassment?

Psychological harassment is described in Article 12a, paragraph 3 of the Regulation on
officials in the European Union and directed to Article 2, paragraph 5 of the decision of the Bureau of the European Parliament of 2 July 2018 on the functioning of the Committee dealing with cases of harassment.

In her note, the President of the European Parliament approves the conclusion of the competent authority that the four standards laid down in the definition are considered, unequivocally, and cumulatively satisfied. The president stresses that the established facts must be considered intentional actions within the meaning of Article 12a, paragraph 3 of the regulations for officials.

What Specific Allegations Were Made?

The established facts are explained in detail in the letter, among them are false charges of wrongdoing by the MEP to a parliamentary assistant, including charges of participation in conspiracy, treason and lying; social isolation; harm to authority; exclusion from parliamentary activity; unreasonable demand for a reduction of his remuneration; complete absence of oral communication during the specified period; assigning assignments that do not correspond to the basic contractual duties of the employee, nor his experience and professional degree, some with unreasonably short deadlines. 

How Did the MEP Overburden Her Colleague?

In addition, it is deemed established that during the first three years of collaboration (between the commencement of the employment contract in July 2019 and June 2022) the MEP overburdened his colleague, including with assignments outside of her parliamentary activity.

During the course in which Mrs Aliyeva-Veli purposefully undertook the above-described
actions, she was a member of the Committee on Employment and Social Affairs and presented herself as an exponent for workers, for ensuring fair working conditions and for maintaining work-life balance rules. Words that categorically reject the actions of the MEP. Mezzola’s conclusion is official and final in the internal investigation process in the European Parliament
