European Council Approves Three Billion Euros Payment for Ukraine

Brussels (Brussels Morning Newspaper) September 24, 2026 – The Council of the European Union has approved the eighth regular payment of nearly three billion euros to Ukraine under the Ukraine Facility program. The decision follows the fulfillment of ten specific reform and investment targets by Kyiv, marking a substantial milestone in the administration of the broader fifty billion euro recovery framework.

European Council Approves Eighth Tranche of Funding

The Council of the European Union announced on September 24, 2026, that it cleared the eighth regular disbursement for Ukraine under the Ukraine Facility mechanism. The total financial package approaches three billion euros. Officials stated that approximately eight hundred million euros of this specific allocation will be financed for the first time through the Ukraine Support Loan.

According to the official announcement by the EU Council, the disbursement was authorized after Ukraine successfully completed ten milestone actions and target steps set out in the structured Ukraine Plan. European authorities noted that Ukraine has completed eighty-four out of the ninety-five target steps required at this stage of the program. This completion rate represents approximately eighty-eight percent of the measures scheduled up to the current reporting period.

Allocation Objectives and Macrofinancial Stability

The funds released under the Ukraine Facility are designated for specific institutional and economic objectives within the country. European Union institutions outline that the capital is directed toward supporting Ukraine’s macrofinancial stability, facilitating the country’s ongoing recovery and modernization, ensuring the continuous functioning of public administration, and backing comprehensive domestic reform efforts.

The Ukraine Facility formally entered into force on March 1, 2024, functioning as the primary dedicated instrument of the European Union to provide consistent financial support for Ukraine’s reconstruction and modernization through 2027. The mechanism was originally established with a total framework of fifty billion euros, divided into loans and grants, with more than forty billion euros specifically earmarked for the structural reforms and investments detailed in the national Ukraine Plan. Disbursements under the initiative remain strictly contingent upon the successful verification of the agreed targets and reform milestones. Following the complete disbursement of this eighth tranche, total funds received by Ukraine under the facility since mid-2024 will exceed thirty-two billion euros.

Norway Contributes Grant Assistance to Ukraine Plan

Alongside the approval of the financial tranche, the Council of the European Union amended the Ukraine Plan on September 24, 2026, to integrate a voluntary financial contribution from Norway. The Norwegian government committed one billion Norwegian kroner, equivalent to approximately ninety-two million euros, delivered in the form of non-repayable grant assistance.

With this action, Norway becomes the first country outside the European Union to contribute directly to the first component of the Ukraine Facility, officially designated as support for Ukraine through the Ukraine Plan. The framework permits voluntary financial contributions from EU member states, non-EU partner countries, and international organizations. Prior contributions to the mechanism include financial assistance from Sweden, which provided over two53 million euros over the past year, and support from the United Kingdom, which allocated funding toward the second component of the program known as the Ukraine Investment Framework.
