Coalition of the Willing leaders meet in Paris on Ukraine

Paris (Brussels Morning Newspaper) – Today, the Coalition of the Willing, led by France and Britain, is holding discussions in Paris and online to explore security guarantees for Ukraine in the event of a peace agreement with Russia.

Hosted by French President Emmanuel Macron, a gathering of mainly European leaders—among them Ukraine’s Volodymyr Zelensky—will explore how to translate their commitment to assisting Ukraine into clear, concrete guarantees. These guarantees aim to assure Ukraine that any peace agreement with Russia can be sustained.

Welcoming Zelenskyy in Paris last night, Macron announced that after months of work by military planners, Europe was finally prepared to provide the guarantees and would give political support to their plan at today’s meeting. Let’s see what it involves.

Which European leaders joined Zelensky at the Paris summit?

As reported, Belgium’s Bart de Wever, Finland’s Alexander Stubb, and the EU’s Ursula von der Leyen and António Costa are the first to arrive at the Élysée Palace. Poland’s Donald Tusk and Denmark’s prime minister, Mette Frederiksen, are also participating.

Why does Mark Rutte reject Russia’s say on Ukraine troops?

NATO Secretary-General Mark Rutte stated that Russia does not hold a veto over the decision of Western powers to deploy troops to Ukraine as part of security guarantees if a ceasefire is achieved.

“Why are we interested in what Russia thinks about troops in Ukraine? It’s a sovereign country. 

It’s not for them to decide,”

Rutte said.

“Russia has nothing to do with this. … Ukraine is a sovereign nation. If Ukraine wants to have security guarantee forces in Ukraine to support the peace deal, it’s up to them. Nobody else can decide about it.”

Rutte states he wants to discuss the importance of enhancing European military capabilities to ensure the continent’s safety. He emphasizes that Europe must address the significant investments by “Russia and China” in modernizing and expanding their militaries at “a remarkable, I might say, a staggering rate.”

When did the coalition of the Willing last meet?

The last meeting of the Coalition of the Willing took place virtually on August 13, 2025. This meeting was co-chaired by the UK Prime Minister and involved over 30 international leaders discussing updates on peace talks, security guarantees for Ukraine, and further pressure on Russia.
