Tienen Mayor Holslag outraged as residents ignore the gathering ban

Tienen (Brussels Morning Newspaper) – Mayor Jonathan Holslag (Durf) is frustrated as Oude Kleerkopersstraat residents ignore the ban; police issued 90 fines, and Tienen will appoint a local GAS official to speed enforcement.

As VRT News reported, Mayor Jonathan Holslag (Durf) has voiced frustration over people ignoring the ban on gatherings in Oude Kleerkopersstraat in Tienen. The rule forbids groups of more than 3 people aged 16 and over from gathering in public spaces there. Despite the restriction, small groups continue to meet, creating tension in the neighbourhood. 

What is Mayor Holslag doing as 90 fines are ignored in Tienen?

Local police officers have been active in enforcing the measure and have issued around 90 administrative fines (GAS-boetes), with penalties of up to €350 per case. Mayor Holslag said,

“The police have really done their best, but the delays make it seem like there are no real consequences.”

The mayor warned that such delays weaken trust in the system and could lead to more violations.

The city of Tienen will appoint its own sanctioning GAS official to handle administrative fines more quickly and clearly. They mentioned that the new position will require a large financial investment, but the city says it is necessary to improve efficiency. Currently, fines are processed in Leuven, which often causes long delays. 

Mayor Jonathan Holslag (Durf) stated that he is not satisfied with the current measures’ results.

“It’s a small group that makes life in the neighbourhood impossible. They constantly push the boundaries of what’s legally permissible and are very persistent. But I don’t intend to throw down the gauntlet,”

Holslag said.

He described the situation in Oude Kleerkopersstraat as a difficult and ongoing fight but said it is one the city must win to make the area safe and livable again. The mayor explained that Tienen will use all legal measures available to restore order, but added that there are limits to what local authorities can do. 

The city of Tienen first introduced a ban on public gatherings in Oude Kleerkopersstraat in 2023 after residents complained about noise, harassment, and street disturbances. The ban was reimposed in June 2025 when similar problems returned.
