Haren Prison Incidents Spark Security and Safety Concerns in Brussels

Haren, Brussels, Belgium, 8 November – Brussels Morning Newspaper – Haren Prison Incidents have raised serious concerns about security and inmate safety in Brussels after an escape, violence against prison guards and a rape complaint were reported within two days. The incidents have renewed criticism of overcrowding and staff shortages at Belgium’s largest prison.

The events, reported between November 4 and 6, 2026, have prompted investigations and fresh calls from prison unions for urgent improvements to detention conditions.

Prisoner Escapes From Haren Prison

A prisoner escaped from Haren prison on Thursday, November 5, raising questions about security procedures at the modern detention facility.

According to local media reports, the inmate reportedly left alongside a group of prisoners who had permission to leave the institution temporarily.

The escape did not involve reported violence. However, it exposed potential weaknesses in the procedures used to check prisoners leaving the facility.

Police later located and arrested the escaped inmate in central Brussels. He was returned to custody the same day.

Belgian prison authorities confirmed that an investigation had been launched to establish how the prisoner managed to leave without authorization.

The incident has increased pressure on prison management to review supervision, identification checks and security arrangements.

Four Prison Guards Injured in Violent Attack

Another serious incident occurred on November 5 when four prison officers were injured during a confrontation involving an inmate.

According to Belgian media reports, the prisoner, who was experiencing psychiatric difficulties, allegedly attacked staff members during a medical examination in his cell.

The confrontation left four officers injured and raised further concerns about the risks facing prison employees.

Prison unions argue that inadequate staffing makes it increasingly difficult to manage challenging situations, particularly those involving prisoners requiring specialized psychiatric care.

They also warn that injuries and staff absences can place additional pressure on employees who are already working under difficult conditions.

The attack has renewed demands for improved protection, better training and sufficient personnel to maintain security.

Female Inmate Files Rape Complaint

A separate incident has prompted a judicial investigation after a female prisoner filed a rape complaint concerning an alleged assault on Wednesday, November 4.

According to reports, the alleged incident occurred while the woman was working inside a prison workshop.

The Belgian prison administration confirmed that a serious incident had been reported and that a formal complaint had been submitted.

The Brussels prosecutor’s office is overseeing the judicial investigation, with medical services involved in the follow-up.

Authorities also arranged support for the complainant, staff members and other prisoners who were present in the workshop.

Further details have not been publicly disclosed while the investigation continues. The allegation has not been established by a court.

The complaint has raised important questions about inmate protection, supervision and the ability of prison authorities to prevent violence within detention facilities.

Overcrowding Creates Growing Problems

The latest Haren Prison Incidents have brought renewed attention to overcrowding, which prison unions identify as a major challenge.

Haren prison opened in September 2022 to replace several older detention facilities in Brussels, including prisons in Saint-Gilles, Forest and Berkendael.

Designed to accommodate approximately 1,190 prisoners, the complex was intended to provide modern facilities and improved detention conditions.

However, increasing prisoner numbers have placed considerable pressure on the institution.

Union representatives say approximately 150 inmates are still sleeping on mattresses on the floor because of insufficient accommodation.

Some cells originally intended for one prisoner are reportedly being used to accommodate two.

Such conditions can increase tension between inmates and make everyday prison management more difficult.

The prison’s former director, Jurgen Van Poecke, resigned earlier in 2026 amid concerns about overcrowding.

Staff Shortages Raise Security Concerns

Prison unions have also highlighted a shortage of approximately 100 prison officers at Haren.

They argue that employees sometimes perform duties normally shared between several colleagues, increasing workloads and reducing the time available for supervision.

Recruitment efforts have continued, but unions say staff departures make it difficult to achieve lasting improvements.

Union representatives have emphasized that the escape, assault complaint and violence against guards were separate incidents.

Nevertheless, they believe overcrowding and staffing pressures contribute to an increasingly difficult working environment.

Belgian Justice Minister Annelies Verlinden has introduced measures intended to reduce prison overcrowding, including greater use of electronic monitoring.

However, union representatives argue that stronger action is needed to address the scale of the problem.

Authorities Face Pressure to Improve Prison Safety

The recent incidents have intensified scrutiny of prison management and detention conditions in Brussels.

Investigators must establish the circumstances surrounding the escape and examine the rape complaint, while prison authorities face questions about staff protection and inmate supervision.

The situation also highlights broader challenges within Belgium’s prison system, where overcrowding and workforce shortages have remained persistent concerns.

For Haren prison, the immediate priority is ensuring the safety of prisoners and employees while investigations continue.

The latest developments underline the need for effective security procedures, adequate staffing and detention conditions that protect everyone inside the facility.
