February strike: Incovo-Interza deadlock continues, Dir. Schorpion resigns

Vilvoorde (Brussels Morning Newspaper) – Intermunicipal waste operation Incovo-Interza remains at a deadlock. Bart Scorpion followed the employee strike in early February by resigning from his role as general manager.

The waste inter-municipal Incovo-Interza maintains a deadlock position as general director Bart Scorpion resigns when internal disputes continue. General Director Bart Scorpion leaves his position one year after the appointment because of employee protests and complaints about heavy workloads and workplace intimidation. 

His departure follows a February strike that went ahead only because Vilvoorde’s mayor intervened. Acting as general director during sick leave, Scorpion continues to handle the role under the supervision of another manager.

Bart Scorpion became the new general manager in March 2024 when Jan Buysse stepped down due to toxic leadership complaints. The company made attempts at operational stabilization, yet Scorpion encountered intensifying problems from disgruntled workers about their workplace environment. Employee grievances escalated into work stoppages until the mayor of Vilvoorde succeeded in preventing the major February 14 strike from occurring. The situation remains unsettled, and Vooruit’s opposition has urged the formation of a municipal council committee that will investigate the matter.

Meanwhile, the Vilvoorde opposition party Vooruit is asking for a municipal council committee to investigate the problem. According to opposition councillor Moad El Boudaati,

“the intervention of the Vilvoorde mayor has not helped. The unrest remains. It is time to bring clarity to this dossier.” 

What is the history behind Incovo-Interza’s ongoing crisis?

The waste management inter-municipal service Incovo-Interza has encountered frequent internal difficulties while serving different municipalities. The organization initiated to optimize waste processing services alongside recycling but now experiences unstable leadership practices alongside dissatisfied employee populations. The resignation of former general director Jan Buysse in March 2023 amid toxic leadership allegations opened the position for Bart Schorpion to take over leadership responsibilities.

During his time in office, Schorpion experienced comparable workforce struggles as well as employee criticism regarding heavy duties and hostile conditions at work.
