Trump Faces Crucial Battle for Control of Congress in 2026 US Midterm Elections

WASHINGTON, 1 November – Brussels Morning Newspaper – President Donald Trump faces a decisive political test as Americans prepare to vote in the 2026 midterm elections on Tuesday, 3 November. The Trump Congress Battle could determine whether Republicans retain control of both chambers or Democrats gain the power to challenge the president’s legislative agenda during the final two years of his second term.

Republicans enter the elections defending narrow congressional majorities, while Democrats are seeking to capitalise on voter dissatisfaction over living costs, economic uncertainty and the administration’s policies.

National polling indicates a Democratic advantage, particularly in the contest for the House of Representatives. However, individual races remain competitive, and the final balance of power will depend on turnout across closely contested states and districts.

Republicans Face Pressure to Retain Congressional Control

All 435 seats in the House of Representatives and 35 Senate seats are being contested, including two special Senate elections.

Republicans currently hold 53 Senate seats, compared with 45 Democrats and two independents who caucus with the Democratic Party.

In the House, Republicans hold 218 seats, Democrats 214, with one independent member and two vacancies.

Democrats need a net gain of four Senate seats to establish a majority that cannot be overturned by the vice-president’s casting vote.

A Democratic victory in the House would significantly change Washington’s political landscape, transferring control of congressional committees and investigations to the opposition.

Trump Congress Battle Intensifies as Polls Favour Democrats

Recent polling suggests the Republican Party faces a challenging electoral environment.

A Reuters/Ipsos survey completed on 26 October found Trump’s approval rating at 32%, while Democrats led Republicans by 47% to 36% among registered voters asked which party they preferred in Congress.

The survey also found that 73% of respondents believed the cost of living was moving in the wrong direction.

Economic concerns have consequently become central to the final stages of campaigning.

Republicans have emphasised immigration enforcement, border security and the administration’s economic policies. Democrats have focused on affordability, government accountability and the consequences of Republican control.

The national polling advantage does not guarantee a Democratic victory, particularly in the Senate, where elections are decided state by state.

White House Considers Governing Under Divided Congress

The Trump administration is already examining how it could advance its policies if Democrats win congressional control.

Reuters reported on 1 November that senior White House officials were considering executive measures involving immigration, tariffs, housing and federal spending.

The preparations reflect the possibility that a Democratic-controlled House could obstruct Republican legislation and investigate administration decisions.

A Democratic Senate majority would also give the opposition greater influence over judicial appointments and senior government nominations.

However, presidential executive authority would remain subject to existing legislation and judicial review, while Trump would retain his constitutional veto powers.

Why the Midterm Elections Matter

Midterm elections take place halfway through a president’s four-year term and determine the composition of Congress for the following two years.

The results will influence negotiations over taxation, healthcare, federal spending, immigration and foreign policy.

They could also affect relations between the White House and Congress, particularly if Democrats secure one or both chambers.

For international partners, the outcome may influence American trade policy, foreign assistance and the administration’s ability to secure legislative support for major initiatives.

What Happens After Election Day?

The Federal Election Commission confirms that the next regularly scheduled federal general election takes place on 3 November 2026.

Election officials will begin reporting results as polling stations close, although closely contested races may require additional counting before winners can be confirmed.

The newly elected Congress is scheduled to begin its term on 3 January 2027.

For Trump, the election represents a major test of Republican political support. For Democrats, it offers an opportunity to regain congressional influence and strengthen oversight of the administration.

The final results will determine whether the president continues governing with Republican congressional majorities or confronts a more divided Washington during the remainder of his presidency.
